It has to be cut, dried, cured and then ground up to be smoked.

Modern day production of cigarettes involves blending different batches of tobacco in order to give it a consistent desired flavor and adding and/or extracting nicotine in order to maintain a precise concentration designed to maximize the addiction produced (nicotine has no other function in the tobacco other than to produce addiction).
