Civil engineering is a large field of work and some of the jobs do not require a high level of education. The lower leveled ones do not require higher education such as college.
Selling cars (or selling things in general) does not require a college education.
Usually, yes. I have never heard of a law enforcement agency that did not at least require a G.E.D. high school equivelancy diploma, and there are some departments that require college level education.

There are many jobs that don't require a college education. It is not necessary to be a college graduate in order to get one of those jobs. Certain professions, however, do require a college degree and only college graduates will get hire for these jobs.

If you take the program through a college or university, there will be general education course requirements. I do not recommend you take the program through a hospital based program especially if you do not already had an existing degree.
Typically, this is not a college program. However, this is not to say they do not offer this program through their Continuing Education Department as a non-credit program. Personally, I feel your not going to find it there, however it doesn't hurt to ask. You should contact the college and have them connect you with the Continuing Education Office, and ask.
