Someone running for Senate must be at least thirty years of age and have been a citizen of the USA for at least nine years.
A person who is running for the House of Representatives must be at least twenty-five years old, and have been a citizen of the United States for a minimum of seven years.

With that, you can run.
However, if you wish to be on ballot, you must have the backing of an established party and that party has to have met certain qualifications.
