Augustus decided to set limits to the empire, using defined and defensible borders (eg the Rhine and Danube Rivers). and coming to terms with neighbouring states where there there was no such border. Within these borders he engaged with peoples and tribes, bringing them to be part of the empire and sharing its security and prosperity..Hence the term Pax Romana - Roman peace.

He also promoted social harmony, avoided acting like a king (knowing what happened to Julius Caesar), exercising control in the background, calling himself First Citizen, and sharing power with the Senate. His object was to promote the well-being of the empire, and security and prosperity were the foundations of that.

Augustus laid the foundations for the Pax Romana (Roman peace) the 200-year period of relative political stability in the Roman Empire. He did so by establishing the absolute rule by an emperor which replaced a Roman Republic which was brought down and left shattered by a series of civil wars. The emperors gained control over the politics, the government and administration of Rome, the military and the administration of the provinces (conquered territories) of the empire. It was this tight control which established the relative political stability.

By using it to unify the people so that if war came over they would be prapared and know how to work together. They were peaceful amongst themselves, so they were not decreasing their population, which would obviously weaken them...

The "pax Romana" means the peace of Rome or Roman peace. It was a period of roughly 200 years when there were no major wars and the empire experienced peace, security and prosperity. Augustus brought it about by ending the civil war and establishing a new form of government under control of a "princeps" or first citizen. (We call him an emperor).
