Minority rights that are guaranteed by the Constitution were signed into law under the Civil Rights act in 1964. The Civil Rights act enforced the rights of minorities and African Americans that they were promised as citizens of the united states.

If any law passed by the Congress is in violation of the Constitution, then the matter is put under the Judicial Review. This way the liberty and rights of the people are protected. This is guaranteed by the Constitution and no Congress can enact any low in violation of Constitution provisions.
Under the supreme court case Miranda vs Arizona, in which it was declared that those being arrested are to be read their rights to them, including the right to remain silent and the ability to get an attorney. This can also be seen in the Fifth Amendment.
