This is a highly controversial topic, and one which cannot be answered here. However, one major consideration when it comes to Natural Resources is the concept of Common Good, which is generally thought to be a central tenet behind government (i.e. governments are supposed to promote the common good).
The potential answer boils down to who owns the actual resources in question: individuals owning the land, or the government as a proxy for the public. And, of course, the answer to that question can also vary according to the type of natural resource in question. Finally, it's not an all-or-nothing approach. Governments can take ownership of certain resources, regulate or restrict the uses of others, while providing minimal guidance ("best practices") on others.
