It will vary from one engine to the next. What you want to see is that all the cylinders are within 15% of each other.

I have a 2005 and compression should be close to 120 psi. Normally a good engine will have compression between 115 and 130 psi but a leak down test should be performed also to know the full condition of a cylinder.

Well yes and no. Both have a 2.2 four cylinder if I'm not mistaken, but I don't think the earlier Cavalier's have the EcoTec motor. And you should be able to get the engine from the '03 into the '97 with no problem.
