An organization level is a way of summarizing each level on an organization chart. If you look at a conventional organization chart, you will see it starts at the top with the most senior people and gradually works down the lines of responsibility to the most junior workers. This may mean you can describe the CEO or Chairman as being on the "top organizational level" and the cleaners on the "bottom organization level." You can also use this to assess seniority across roles. For example, a Human Resources Manager would probably have a very different job and reporting structure to an Operations Manager; however, if they are on the same horizontal level on the organization chart, you can say they are at the same organization level and have equal standing and seniority within the company.
Why is a flat organisational structure better than a narrow organisational structure?
Your question implies that a flat orgainsational structure is better than a narrow organisational structure, this isn't always the case. Yes, in some cases (small buisnesses, partnerships ect) this is the case but in other cases it doesn't always work. Can you imagine a bank where the tellers talk directly to the main owners? You can find positives and negatives about both flat and narrow structures online and so you need to look at those and see if a flatter organisational structure is better than a narrow structure in the specific case. The planning function of management contributes to achiving organizational objectives by having a set goal and showing your employees that you are willing to show them that you appreciate them by giving them objectives to reach. Once the objectives are reached, the employee recieves an award, whether it be a raise, promotion, time off, ect. By giving your employee something to look forward to, this motivates them to put forth full effort to reach the goal for the reward. Think of why a mouse would go though a maze to get a piece of cheese. Going though the work to find the cheese gives them the motivation to find food for survival.
