If you can track down that car, make a report at the police station or at least advise the owner of the incident. If you can't track down the car, there's really nothing you can do, except hope that when it happens to you, the individual will stay on the scene and do the right thing.
Stop the vehicle, check on the pedestrian's condition, call the police, if the person is not responsive, call the ambulance immidiately or arrange it to be called. If the person is conscious, try to establish, if any life threatening injuries are obvious. Take contact details of any witnesses, right down their car regos, because it could be difficult to find them if you need to. Before the ambulance arrives, if you know how to provide first aid, do so. Otherwise, try to find in the crowd someone who can.
