If it means not having food, clothing, medical care that could be seen as neglect and needs to be investigated by social services (DFS). If it refers to having spending money, then the person should consider getting a job, which is what many teenagers do. The legal age of majority in most states is 18, unless the person marries or joins the military. It might be wise to consider how one would support themselves if they were allowed to move out of the family home or when they reach the state's legal age.
