This most frequently is caused by the water getting onto the high-voltage wires or connections leading to the spark plugs, or the plugs themselves.

If the car is still rolling, shift to neutral and steer carefully off to the shoulder or other safe place (easier said than done, as the Power Steering will not be working). Then just wait -- the spark plugs and associated wiring will have been warm and the heat will evaporate the moisture relatively quickly.

Don't get impatient and keep cranking the engine continuously -- this will at the very least drain the battery and at most damage other components like the starter. If it doesn't start, wait a few more minutes and try again.
