Water pressure gauges can be purchased at all of the home improvement stores. Home Depot, Lowe's, and Berry Home Centers all carry them. Walmart even has them on their website.
This is known as the bladder. There is almost always a nipple on top. Buy a good round pressure gauge and check this air pressure monthly. To check effectively, switch pump OFF, open a faucet or two and let most of water drain out. When the fixed gauge at base of tank drops to 30, close faucets and measure tank air at top nipple. It should be 27-28 psi. (It's possible your home is on 40-60, if so check when gauge is at 40, then tank pressure should be 38)

An easy way to check your water pressure is to install a gauge using an ice making line kit tapped into an easy spot like under the sink. Just put the gauge on the end of the ice maker line.
The only way you can find accurate pressure in a pipe is by mechanical means. If you want to know the pressure in your home just go to a hardware and by a pressure gauge with a hose adapter and screw it to your outside faucet and that will give you the pressure of your water at that elevation of your out side faucet. The higher the elevation of the water line = the less pressure.
You need to specify what kind of system. Automotive AC systems and home AC systems use different refrigerants. That, along with the temperature/pressure relationship and ambient air temperature, all factor into what your high pressure (and, consequentially, low pressure) side should read on your manifold pressure gauge.
It could be high water pressure. Try to borrow or rent a water pressure gauge from a home center in your area. If it's high water pressure you can get a pressure regulator. If it's not high pressure (150# constant or surge) than maybe it is high temperature (210degrees). After that comes bad luck.
