The 1999 Cadillac thermostat can be found on the front of the engine. The thermostat will be inside of the thermostat housing. You can follow the top radiator hose directly to the thermostat housing.
Drop the tank and it comes out the hole where the lines go into the tank.

On a 1999 catera it is next to the fuel tank. Slide under the trunk of the car and you will see it attached to the front of the fuel tank.

It's powered off the body control module. It's not fused separately.
had the same problem. get out of the car close the door, lock the car with the key then unlock it, should work
