check the ground wires on each side of the rad. if there is a poor ground it will cause all kinds of electrical problems, like the wipers turning on,lights not working, transmission not engaging to name a few.

My daughter has a 2001 dodge neon. Her windshield washer does not work either. Washer fluid reservoir was full, pump worked fine. I found a broken plastic "Y" divider (to the left and right side of the windshield) on the hose from the pump to be snapped off. It is located under the fibreglass material on the underside of the hood, it clips onto the underside of the hood, The pump was in fact pumping but the fluid was going on the ground behind the motor. I'm still trying to find that plastic part. I'm not saying this is definitely your problem, but it's something you can look for!!
It could possibly be a strut or a strut mount failing. Try calling Dodge ( 1(800) 992 1997 ) with a request to check the recalls on your Neon.
