The only thing you can do is taking a spring and run it across the belt pulleys bypassing the air compressor. Then go to the parts store and have the sale person measure string and compare with the new belt.
I just had similar problem with 2000 expedition. It was the bracket not the compressor. but if you don't fix bracket soon compressor will go bad too.

get a piece of rope and a tape measure. problem solved Not sure about a '99, but on the 2000, with 4.7, you can't bypass the a/c unless you buy a idler pully that's mounted on a bracket to replace the a/c compressor.

Yes , but you must remove the compressor and install the bypass pulley. The belt designed for non ac trucks will not work on trucks with a.c. The belt tensioner pulley goes the wrong way
