If you bought a new complete bike (not just the frame) you can look at the sidewall of the tires to find out what size you'll need. Many bike manufacturers also list tire requirements online.
There's no way of telling w/o knowing the size of your frame. If you can measure the distance from wheel axle to where the brake pads would end up you can figure it out from there.
The best dirt bike for a would be a Honda CRF 100 for a male and a CRF 70 for a girl. Of course the real size of the bike depends on the size and experience of the rider.
If he needs a regular bike, I would get him a full size 26 inch bike. He is at the point where he is about to start his adolescent growth spurt.
