Let your local parts house tell you what you need. They usually offer good, better, best in all brakes pads on common vehicles. I have a 97 and got mine at Advanced Auto Parts. They stop on a dime and give 9 cents change every time. You get what you pay for!
Check the fuse box inside the car, up around the brake.
You may have the P71 Package (Police Interceptor), in which these sections of the taillamps are separate for police strobe lamps.

The brake light may be blown (bulb) or your brake light switch might not be working.
the adjustment is made from under the driver side of the car, just in front of the rear wheel (it is a cable with a spring and a metal clip). Press and release the parking brake twice, then jack up the car (if you cannot get under it), using a flat screwdriver, pull the metal clip and the spring will pull the cable tight. Make sure the metal clip goes back (you may have to push it). If the spring is fully expanded then you no longer have adjustment and will probably need professional replacement of the parking brake cable or other parts.

It's on the arm of the brake pedal.
Check the brake light fuse.
Check the bulbs, the fuse then the brake light switch.
Normally this is an indication of a defective brake light switch.
