The rule I was taught was 2 sizes up if it is a pilot hole. I think that would amount to 7/16ths. But this also can depend on the material you are driving into. If it is more delicate and prone to splitting (in the case of wood) you might want to only go up 1 size then.

I (and most people ) don't normally make holes for wood screws. You want them to bite into the wood. However if you insist you need a hole, a 3/32 hole would allow this screw to bite slightly, or a 5/64 hole would give it clearance.
