Depending on your VE% a T5 with a high AR ratio will do the trick. It will probably even spool fast enough for very minimal lag even with a intercooler. But this would be a very tight set up, you may want something a little bigber as it may choke. But you really need to take other things onto consideration like your engine oporating range, are you wannting to run a constant 15 psi or spiking, do you want internal or external waste gates. Your best bet is to buy a book or make some turbo junkie friends.
Turbochargers cannot be turned on or off unless someone has added a valve to adjust the amount of boost -- and even then that's an adjustment. They run on exhaust (turbochargers). If your car is making exhaust it should work.

If it hasn't got a turbo there's no place for it to get boost from.
My turbo does not boost

I guess you could, but what would it do. A wastegate controls the amount of boost and with no turbo there is no boost to control.
