Well, Julius Caesar was a war hero and led many legionaries into battle but he was working with the Senates of Rome to rule the Roman Republic- AKA SPOR which stands for Senate People Of Rome. Caesar was a political leader.

Julius Caesar had numerous skills and abilities. He was one of a kind. He was an excellent politician, going through the "cursus honorum" in the correct order and at the correct ages for each office. He gained much of his political prestige by his personality which was said to be magnetic and he used his social or people skills to his advantage. He was an excellent writer and orator. His physical abilities were legendary. Many times he would walk right along with his men while on the march. He was an excellent horseman and a strong swimmer, as proved by his one-armed swim in the harbor at Alexandria at the age of 53.
