It is rcc structure which carries the load of super structure to the soil.
A structure need a foundation that supports it. If the structure is built on a soil that has bearing capacity which can withstand the weight of the whole structure, then you can design the foundation on footings alone. But if the soil is WEAK, you need piles to penetrate further the soil to have greater bearing strength.

The best soil would be bedrock, mainly because it is good at resisting the compression created by the weight of a building pushing down.
it is important to understand the soil structure in order to make sure that you plant the right type of plant. Also, if you are building something on top, you want to make sure that the soil is stable and able to support the weight of the structure

Now, see, if you built a building at the epicenter of an earthquake, no matter what what ground is there, the building will inevitably collapse. Near an earthquake's epicenter, though, is a different story. The best ground would definitely be solid, packed soil. The best foundation for a building would be isolated, unless you had a smaller building like a house, which would be better off with an anchored foundation. The best type of building would have steel frame crossties-only on a skyscraper or tall, large office building like in New York, though.
