I have a 2000 Focus Wagon. My dash lights and tailights are on same fuse labeled in the book as back up lamps. In my fuse box it is #32. .

It is not necessarily the fuse. It could be the switch on the brake that is not closing the circuit.
If your parking lights are working, you have a different problem, like burned out bulbs, or maybe a disconnected wire. The manual doesn't show, specifically, a fuse for the "tag" lights.
I believe it is #42 in the floor board fuse panel on the passenger side
You have a problem that is effecting the emissions controls. Take it to a qualified technician for repair.
