* He began the process of developing and fortifying the the rocky Piraeus with its three natural enclosed harbors;
* He removed Athenian warships from being beached in the Bay of Phaleron which left them as targets for enemies and bad weather;
* He convinced the Athenian government to use a new source of silver to finance the building of more warships; and
* Athens had a navy of over 200 ships it needed for the next Persian war.
