Actually, in astrology, there is no such thing as a true 'cusp'. You are always either one sunsign or the other, and you can find out which one by looking up your birthdate and time in a book called an ephemeris which maps the exact location of stars and planets at the moment you were born.

The reason that cusp signs can identify with traits from both of the signs is that your sunsign is only one part of your personality. If you are born close to a cusp of Capricorn and Aquarius, say, its likely that even if you are a Capricorn sunsign, your Mercury or Venus in your astrology chart might be in Aquarius.
