Depends what you mean. Vermont has the highest population of white people @ 95.6%. But since California has the highest population and 42.8% are white, that's over 15 million white people. So... the most white people in one state would be California.

There are a lot of nations where the "white" people are the majority, though bear in
mind that Southern Europeans: Spain, Italy, Greece, Southern France, etc. have
different skin tones than Northern Europeans.

California. About 85% of California is of Caucasian decent, meaning about 32,300,000/38,000,000 Californians are Caucasian. (Caucasian includes whites, hispanics, middle easterns, and indians)
Vermont has the largest percentage of whites at about 95.3%, while California has the most whites total at about 22,000,000.
California has the largest number of Caucasians, around 28,500,000 in total.

Yes, for the most part Koreans love white people. I am not sure how open most Koreans are to interracial dating but they usually like talking to foreigners who are white.
