Michigan... once you've met the conditions for reinstatement of your license. First off, states have an information sharing apparatus by which you'll be a license in other states if you have an ongoing suspension in any other state. Secondly, you have to be a resident of a state in order to even be eligible to receive a license there. Thirdly, even if you did somehow manage to slip through the cracks, you still wouldn't be able to drive in Michigan - when a state suspends your license, they also suspend your driving privilege in that state, meaning you can't drive in that state on ANY license.
