There is no exact timeline. Some transmen transition socially without hormones or surgery. Those transitioning medically may choose to have top surgery and not do hormones, or choose to do hormones and not have surgery. In some states it is possible to change gender markers on your id with a doctor's letter. To change federal id you must have a surgeon's letter. Bottom surgeries include hysterectomy, phalloplasy, and meditioplasty. There are several resources online for transmen looking to medically or socially transition.
First off realize that you don't become transgender or transgendered; it is a state of being like having blue eyes or a short nose or 2 arms. As to a female wanting SRS/GRS to allow his body to what his mind is, first thing is a trained gender therapist (or psychiatrist that is experienced with gender issues). Make sure they have worked with other persons on their gender issues and get references: if more than 2 of 10 people say that so-and-so Dr has problems, your best bet is to find another doctor. After you find the therapist and spend at least 4 months with them to the point that they agree you have GID (Gender Identity Disorder) you can request a referral to an endocrinologist to start HRT/Hormone Therapy (in this case testoterone.) After a period of time with the therapist and on hormones persons will often start a year long period of living as the opposite gender - transition.
