Douglas was the champion of popular sovereignty which meant that the people in a new state or territory would decide it they wanted to allow slavery or not.
There was a law known as the Compromise of 1850 which Douglas sponsored and let the people of Kansas and Nebraska vote to decide if they would become free states or slave states. The election in Kansas turned into a bloody fiasco and removed President Pierce as well as Douglas from presidential consideration.
