According to my information the following specifications apply for engine assembly of this model: 29 ft-lb 39n.m for the 10 mm bolts and 9 ft-lb for the 8 mm bolts.
there are 2 holes in the drum that are threaded. find a couple bolts that thread into them. while tightening them occasionally tap on the drum lightly to pop it loose. keep threading the bolts in until the drum falls off.
loosen up the bracket that holds the tension on the belts then tigten up the adjustement bolts that pull the bracket then re tighten the bolts.
What tension bolt? There are many bolts under tension.
You need a 8MM one.

If it is a drive belt and not a serpentine belt is has no tensioner. You manually adjust the tension by normally adjusting tension by moving the alternator. Loosen to bolts holding the alternator in place and then adjust the tension. Tighten the bolts when the tension is right. If it is serpentine belt if you follow the belt around the the engine you will see the tensioner.
