Germany, Italy, and Japan. Germany annexed Austria, reoccupied the Rhineland (an area that was part of Germany, but that they were not allowed to have under the Treaty of Versailles), invaded Czechoslavakia and Poland, conquering both (Once Poland was conquered, England and France got in the game and WWII had officially started). Italy conquered Etheopia. Japan conquered Manchuria (a resource rich area comprising almost all of North-Eastern China) and a few years later came back and conquered the rest of Eastern China.

These countries believed if they did not confront the Italian and German armies, the problem of these countries invading sovereign would go away. The democratic nations of Europe were not looking for another European/world war.
