The US has several time zones, so you will have to be more specific.
There are four different time zones in the continental US alone (and if we include Alaska and Hawaii, there are even more). Brazil also is a large country with more than one time zone. If you state a specific city in each country, then it would be possible to figure out the answer.
Perhaps this tidbit will help: Brazil is UTC -2 to -4.
And the US is UTC -5 to -10, except during Daylight Savings Time(DST) when we are UTC -4 to -10
At 2 PM PST (UTC-8), it's 8 AM AEST (UTC+10) in Brisbane.
When it's 2 PM EST (UTC-5), it's 6 AM AEDT (UTC+11).
Noon.
2 am of the next day.
US Atlantic Standard Time = GMT/UTC -4 US Pacific Standard Time = GMT/UTC -8 There is a four hour difference between the two zones, Atlantic time is farther east, so it is ahead of Pacific time. Example: If it were 2:00 pm AST the time in the PST Zone would be 10:00 am
1 PM Central European Time = 2 PM Central European Summer Time = 11 AM Cape Verde Time = noon Greenwich Mean Time = noon Western European Time = 1 PM Western European Summer Time = 1 PM West Africa Time = 2 PM West Africa Summer Time = 2 PM Eastern European Time = 2 PM Central Africa Time = 2 PM South Africa Standard Time = 3 PM East Africa Time = 4 PM Mauritius Time = 4 PM Réunion Time = 4 PM Seychelles Time = 5 PM French Southern and Antarctic Time
3 pm
2 PM Pacific Standard Time = 11 PM West Africa Time 2 PM Pacific Daylight Saving Time = 10 PM West Africa Time
2:00 pm
9 PM. There is a 7 hour time difference.
The time in the Philippines is UTC+8, and the times in Brazil are UTC-5, UTC-4, UTC-3 & UTC-2, so at 12 noon PHT the times in Brazil are 11 PM, 12 midnight, 1 AM & 2 AM.

It's either 8:28 PM, 9:28 PM, 10:28 PM or 11:28 PM on 2/16/2014,or 12:28 or 1:28 AM on 2/17/2014, depending on exactly where inthe US you're located.Note:By the time you read this answer, it will be completely wrong.
2-3 pm
That would be 2:00 PM on the west coast of the US, Canada and Mexico. It normally happens about two hours after local noon.

If it was 6 pm in the US it would be 8pm in Argentina because their clock is 2 hours ahead of us
