It is question for Photoshop and Illustrator developers, which tool is from which app but Illustrator have Photoshop raster filters, that's for sure.
Go to the Illustrator toolbox and select the line segment tool and draw the line (you can use the other tools to draw lines as well) and then if you wish to use the line as 'proper shape' or closed path in Illustrator then you can expand the line using the Object menu expand command. Best bet, add a decent stroke width or perhaps use width profiles with the line to get more interesting shape. You can also use width tool to drag out the 'width' of the stroke - this can also then be converted into a closed path (shape). If you mean shape as a 'Illustrator symbol' - simply drag the line over to the symbols palette to save it as Illustrator shape for future use.
You can't, Photoshop is not a vector based program. You can however take the image into Illustrator (or Corel) and "trace" it. In Illustrator: Go to "Object" in your menu, and look for "live trace". There are lots of adjustments you can make to hopefully make the tracing look like you want, but you may need to redraw the image in Illustrator, with Illustrator tools. Learning to use the pen tool (or bezier tool) is extremely helpfull.

Hi! I think this totally depends on your system specs, if you have a core i5 PC with 500GB Hard, then you can use Adobe Illustrator CC 2018. If you have much more than this, you can use the latest version also. I have seen many new features in the latest versions and they are awesome but we should go with system specs first.
