No. Most states require that all motorized vehicles on public streets be registered and plated. Also due to the go-carts small size, it is extremely dangerous to drive on public roads.
That depends upon what you are calling a "street bike". In California, non-motorized bicycles do not need a license plate. If it is a motorized bicycle, it does. Under California's DMV website, there is a page titled "Motorcycles, Mopeds and Scooters Defined". It explains that only motorized scooters do not require registration.
Coverage for small vehicles like that really varies from policy to policy. In my experience motorized vehicles that are street legal are not provided coverage by homeowners policies. Golf carts, ATV's (not hitched to a trailer) , Riding mowers etc.. are provided coverage.

All motorized vehicles must follow all safety and registration laws when on a public street. So as long as the cycle is registered, the driver is licensed, and the driver obeys all the traffic laws (i.e. 25mph, stop signs, etc.) it should be legal. Check your local laws though.
