Texas first attempted to join the US in 1836. They were unhappy with the divided and unstable Mexican government. Two US presidents, Andrew Jackson and Martin Van Buren rejected their attempts.
Martin Van Buren was against adding Texas to the US. I do not think any other president was active in blocking admittance. John Tyler signed a bill to make it a US territory. Harrison served only for a month , but he may have been against joining Texas to the US.
