Zeus did not refuse. When Prometheus made man, he wanted to bestow upon him a special gift, but his brother, Epimetheus gave all the gifts to the other animals. So, Prometheus, knowing man was special, made him walk upright on two legs, like the gods, and gave him fire to master. Prometheus then taught man about the gods, and helped them prepare their first offering. Favoring man over his cousin, Prometheus made two offerings to Zeus. The first was the best cuts of meat wrapped in an ox's stomach (something nourishing that looks unpleasant) and the beef bones wrapped in fat (something inedible that looks pleasing... keeping in mind that fat was an important part of the diet). Zeus took the latter, setting the precedent for future offerings. OUtraged that he'd been tricked by Prometheus, Zeus took fire away from Man and hid it on Mt. Olympus. Prometheus stole the fire, returned it to man, and paid the price by being chained to a rock and having an eagle eat his liver daily.
