The British luxury passenger liner, RMS Lusitania, was sunk by the German submarine U-20 on May 7, 1915 off the coast of Ireland. The liner was en-route from New York City to Liverpool, England with 1,924 passengers & crew. Of the 1,119 deaths, 114 were Americans including Alfred Vanderbilt, one of the world's richest men. This event enraged American public opinion against Germany.

The sinking comes to symbolize what Americans were most angered about concerning German submarine warfare (directed at the British). However, this event occurred about two years before America declared war on Germany. The Germans sank this ship during the period of time it was implementing "Unrestricted Submarine Warfare".

Later, following the German submarine torpedo attack (by UB-29) of the unarmed French civilian passenger ferry SS Sussex in the English Channel in 24 March 1916, US President Woodrow Wilson threatened to sever US diplomatic relations with Germany, unless the German Government refrained from attacking all passenger ships, and allowed the crews of enemy merchant vessels to escape from their ships prior to any attack.

May 4, 1916: the German Government accepted these terms and conditions in what came to be known as the "Sussexpledge."

January 1917: The German government decided to restart unrestricted submarine warfare on February 1st. The German navy had convinced the military leadership and Kaiser Wilhelm II that a resumption of unrestricted submarine warfare could help defeat Great Britain within five months. Germany's Chancellor, Theobald von Bethmann-Hollweg, disagreed with the decision, believing that this would draw the United States into the war on behalf of the Allies, and lead to the defeat of Germany.

January 31, 1917: Germany notifies the United States of the resumption of unrestricted submarine warfare.

February 3, 1917: US President Wilson went before Congress to announce that he had severed US diplomatic relations with Germany.

Zimmermann Telegram-January 19, 1917: From the German Foreign Minister Arthur Zimmermann to the German Ambassador to Mexico. The message proposed that Mexico attack the United States with German financial backing to seize Texas, New Mexico, & Arizona, if the United States entered the war against Germany. The message was intercepted and decrypted by British Intelligence and released to the American government on February 24, 1917, and to the world press on March 1, 1917. It further enraged the American public against Germany.

Full text of The Zimmermann Telegram: "On the first of February we intend to begin submarine warfare unrestricted. In spite of this, it is our intention to endeavor to keep neutral the United States of America.

If this attempt is not successful, we propose an alliance on the following basis with Mexico: That we shall make war together and together make peace. We shall give general financial support, and it is understood that Mexico is to re-conquer the lost territory in New Mexico, Texas, and Arizona. The details are left to you for settlement.

You are instructed to inform the President of Mexico of the above in the greatest confidence as soon as it is certain that there will be an outbreak of war with the United States and suggest that the President of Mexico, on his own initiative, should communicate with Japan suggesting adherence at once to this plan; at the same time, offer to mediate between Germany and Japan.

Please call to the attention of the President of Mexico that the employment of ruthless submarine warfare now promises to compel England to make peace in a few months.
