There are three examples of piety in scripture. One who has fear or reverence of the Lord (Job 4:6, 15:4, 22:4), "righteousness" where the concern was with an external show of religion (Matthew 6:1-, 6:2-6), and the religious duty of caring for physical needs of elderly family members (1 Timothy 5:5).
A pious person is generally a deeply religious person, seriously devoted to his belief system (or one who 'puts on a show' and pretends to be.)
Anyone who expresses reverence for a deity can be said to be a pious person. It does not have to be a Pope, Cardinal, Priest or anyone who holds a holy office to be pious. One can be said to be pious yet do or even think evil things. One must do righteous deeds and think righteous thoughts.
