It depends. Golden syrup reacts; pure sugar would not.

Golden syrup (like honey) is a mild acid of varying strength. Baking soda (Bicarbonate of soda in England and culturally close countries) is a mild base, so it releases carbon dioxide in reaction with acids like Golden Syrup. As I recall, the reaction is NaHCO 3 + H+ → Na+ + H2O + CO2.

It also decomposes in the presence of heat, releasing carbon dioxide ("Bicarbonate" is a clue to that) in the reaction 2NaHCO3 --> Na2CO3 + CO2 + H2O. This is how the honeycomb sweet gets its bubbles: recipe and science at the Related Link.

Where bicarbonate of soda is mixed with golden syrup, sour milk, or other mild acid in a product to be baked, there may be an initial raising by the acid and a later raising by the heat. For maximum raising, these recipes should be handled as little as possible after the liquids are added.
