It is when someone doesn't treat you well enough mentally or emotionally or when you are in a relationship with someone but they don't do things to remind You they love you anymore. So emotionally you feel un loved and neglected. That is emotional neglect in love but there can also be emotional neglect towards a child where the child isn't talked to enough or isn't looked after.
