This is a somewhat difficult question to answer. The history of Iraq and Palesitne is very long with many different developments. Iraq as we know it did not really arise until about 1921 as a kingdom under Faisal I, however this was a very limited autonomy with the British who freed Iraq from Ottomon Rule during World War I continuing to station soldiers in the country. In this format (1924) the British could establish and maintain military bases in Iraq as well as veto Iraqi legislation. This modified Parlimentary Republic lasted until around 1958 when a military coup established an Islamic Theocracy. After several more Coups, eventually Saddam Hussein was elected president and he wielded absolute power as a despot in an authoritarian regime. Now after the US Intervention during Operation Iraqi Freedom and the subsequent actions there is a Parliamentary Republic.
Palestine is as of now less of a nation and more of a region. As a region it cannot have its own government, though there is a push for Palestinian Statehood by the President of the Palestine National Assembly: Mahmoud Abbas.
