Any type of rust paint will not adhere to plastic. Rust paint is meant for rusting metals such as mailboxes, railings, and spouting.
If you are painting lettering directly to the plastic, there are single part epoxies that are available, some suitable for outdoor use, that would adhere to plastic without having to use a primer. If you are going to paint the background a solid color, you can use a special primer, formulated to adhere to plastic, then paint it with an acrylic paint which can then be coated with the same type of acrylic paint for any lettering and design.
mostly depends on the type of plastic and its surface if its flexible plastic, then the paint will split and crack when the plastic is flexed you can use a paint flexibilizer additive if you need to if the surface of the plastic is very smooth, the paint will not be able to stick to it. if its appropriate, lightly sand the surface to give it what painters call "tooth" it just roughs up the surface a little bit to the paint wont just slide off it when dry there any many types of plastics and some are very tricky to paint

They sell a special black bumper paint at Pep boys-if it's the black plastic type either that or a brand that forms molecular bond like Krylon for plastic

Enamel paint dries well on plastic. If you only need a small amount, model paints as sold in hobby stores give a great selection of colours.
Oil
You can paint on a photograph. Normal acrylic would work.
lacquer type paint. improve adhesive/durability by lightly sanding with 250/300grit.
