Can a news report begin with Once Upon a Time?
It could, but the anchor would be joking or demonstrating a sense of humor. "Once upon a time" is the way a legend, a story, or a fairy tale begins, while news is supposed to be accurate, objective, and fact-based. Saying "Once upon a time" to a news audience would indicate the speaker was about to tell a story, rather than deliver a news report.

Generally in childrens' books and series, not forgetting movies (ie;, Thumbelina, Shrek) Once upon a time is a simple text suggesting the history of what has happened, rather than is happening. If you can relate, "Once upon a time there was*...." "Once upon a time there is..." Once upon a time refers to what has happened, but* is also a beginning of a story.
