1. Selecting the site for and building the new Capital of the eastern part of the Empire moving from it Nicomedia (52 miles further west) to Byzantium (renamed to Constantinople ... now Istanbul, Turkey.)

Promulgating the Edit of Milan (in conjunction with co-emperor Licinius) in 313 AD which reiterated the toleration of Christianity established by the Edict of Toleration by (emperor) Galerius of 311 AD and extended it to all the religions across the Empire. These two acts ended the persecution of the large Christian population of the empire.
3) Building many early Christian churches, including the Old Basilica of St Peter's (which later fell into disrepair and was replaced by the current one), the Papal Archbasilica of St John Lateran (the cathedral of Rome and the original residence of the popes) the Church of the Apostles in Constantinople and the church of the Holy Sepulchre in Jerusalem.
