Lincoln did NOT want another nation formed. He wanted the US to remain intact.
Which is why he did NOT declare war on the Confederacy...they would have won the war with "that one stroke of the pen!" Another words, the South (Confederacy) would have been recognized as another nation, if Lincoln declared war them.
As it was, the war was illegal, a war of rebellion (it's official title).
