When he looked like losing, after Robert E. Lee's string of victories in Virginia, which nearly caused Britain to grant recognition to the Confederacy, he found it necessary to Issue the Emancipation Proclamation, declaring freedom for all Southern slaves.

For obvious reasons, this did not immediately make much difference to Southern slaves, but it did have the effect of keeping Britain out of the war, as they could not be seen to fight directly against the liberators of slaves.

This may have been the biggest factor in Northern victory.

Lincoln wanted to end the rebellion of the seceded states and preserve the federal union. Ending slavery was a secondary matter.
