Germany was virtually untouched by war in the First World War, hence no rebuilding effort was necessary or undertaken. Germany signed an armistice to end the war before the Allied troops reached the German borders. In fact, the German public was unaware of the reasons for the armistice. Germany needed extensive help rebuilding after WW2. It got this help from primarily the United States. Google the Marshall Plan. The effort was a major success, although it would take over 10 years to get Germany back on its feet.
did not have the power to fight Germany
Several things. The Depression, the decline of Imperialism, the rise of Fascism and Communism, the failure of the Treaty of Versailles, the failure of the League of Nations, the failure of the Weimar Republic in Germany, Isolationist policy of the US, and Appeasement policy of Great Britain and France; all combined to create the environment which led to World War 2.
The European leaders agreed to a policy of appeasement because France and Britain had adopted the stance of achieving peace at any price. Neither country was ready for war and there was British sentiment that Germany did have some grievances from Versailles.
Centre for European Policy Studies was created in 1983.
Great Britain and France are solely responsible for the appeasement policy and its failure to prevent WWII.
Lack of understanding
America declaring war on Japan and Nazi Germany instead of ignoring European and Asian imperialism.
Appeasement was the policy of European democracies that aimed to avoid war with the dictatorships of Germany and Italy. Churchill was unusual in believing that Germany menaced freedom and democracy and should be resisted over Czechoslovakia.
It was supposed to prevent or eliminate any chance of the enemy rebuilding and attacking.
it is unclear whether you are asking what a 'policy of genocide' is, or was 'Hitler's policy' one of genocide. otherwise it answers itself: Hitler had a policy of genocide towards European Jews.
