Hard to dill with. After first contact of the settlers, they brought with the Colonialism. In Canada this is still the basis of our legal system and is called "British Common Law". This was supposewd to allow the common man to be able to access the legal system.

North America is also like that: it contains Canada (which has a prime minister), the United States of America (which has a president), and Mexico (which has a president). Thus, there is no one person who is "president of North America" or "President of South America." A continent does not have only one leader, in other words; it has as many leaders as there are countries.
