I am not sure it was an "argument," except perhaps in the debate meaning of the word. Dr. King was interviewed on "Meet The Press" on March 28, 1965. He was discussing Selma (Alabama), the Freedom Riders, and non-violent resistance to unjust laws. On that program, according to the transcript, he said that "... there are two types of laws. One is a just law and one is an unjust law. I think we all have moral obligations to obey just laws. On the other hand I think we have moral obligations to disobey unjust laws because non-cooperation with evil is as much a moral obligation as is cooperation with good." The Civil Rights Movement was still very controversial in some parts of the country, and his advice about peaceful resistance, and the need for civil disobedience was debated by people on both sides of the issue.
