To the best of my knowledge there was no food rationing during the 1930's depression, at least not in the United States. The only food rationing was during World War 2 in the 1940's.

So people don't run out of certain food, rationing told you how much of eggs for example you can have a day, week or other period of time, if you didn't follow the rationing rules, the shops would run out of food and you wouldn't get any for a while
