The actual Columbian Exchange was not like the Industrial Revolution in the sense that technology was created and then distributed. I think to answer the question specifically the "new technology" refers to the transfer of technology to parts of the world that had not seen these things before. For example, you could claim that for the Native Americans, horses were brand new technology because they had never seen domesticated animals before. When horses arrived in what is now South America, word spread quickly of the fantastic event. Suddenly Native Americans flocked south to go pick themselves up horses. I suggest looking more into things that were transferred between Europe, America, Africa, ect.
